Description	One of the trust responsibilities traditionally charged to the Bureau of Indian Affairs (BIA) is to establish, implement and enforce procedures to protect tribal and individually owned Indian lands and to ensure land owners receive a fair and equitable return for these resources. A study of the use and apportionment of Indian owned range resources was requested by the Billings Area and the Aberdeen Area Offices because of the possibility of conflict of interest between the BIA trust responsibility and permitting being conducted on 15 reservations in the two areas and because of the broad range of fees paid for grazing privileges. The study attempted to show the various approaches being used in the two areas and studied other approaches which were being used by other private, state and federal agencies.
