A May 5, 1903 Anaconda Standard article, p 10, states that a James Ash of Billings leased 25,000 acres of sheep grazing land on the Crow Reservation / Carbon County in partnership with Thomas Runner. A James S. Ash is listed as a supporter of Billings Polytechnic in June, 1910 - See Billings Gazette, June 5, 1910, p1. The Sheepman may have been James L. Ash who's death was cited in the Billings Gazette May 26, 1920.
