Phillip M. Gallaher, a civil engineer and surveyor, came to Billings in the 1880s. Charter member of the Royal Arch Masons in 1886. Ranched in Wyoming in 1900. Mrs. Gallaher had family in Los Angeles as of 1902. Surveyed Bridger to Bearcreek rail line in 1905. Died May 18, 1934 - See Pioneer Surveyor Dies, May 29, 1934. Gallagher was an engineer that surveyed the Northern Pacific rail right of way. Also spelled Gallagher in the 1904 Polk City Directory.
