Billings County, ND and Billings, Montana named for him. Investor in the Minnesota & Montana Land & Improvement Co. (town site company). Helped establish the First Congregational Church on North 27th. Wife was Julia Parmly Billings. The father of Parmly Billings. Helped establish the Bailey and Billings Bank.
